Having enjoyed victory at the polls on a small scale, the urge to run for a "real" office became irresistible, and in 1978, Trent took the plunge. At that time, the County Council was still elected at-large, so each candidate had to campaign county-wide. Since the Columbia-County Split was at its zenith, it seemed prudent to assemble a slate of Republican Council candidates that represented the diverse areas of the County. Trent was from East Columbia, so she recruited Mike Marshall from West Columbia, Bill Morstein from Ellicott City, and a guy named Bob Kittleman from the great rural western part of the County. "Partners for Progress" was born.
Partners for Progress had its official "coming out" event on Monday, March 13, 1978. The press conference for their announcement took place (for reasons one cannot even begin to fathom) in the kitchen of Trent’s home on Macomber Lane. The event will stick forever in the memories of those who attended as surely as their feet stuck to her kitchen floor.
